   - Mark knows that all transmitted text are hex values of 2 characters (so knows to group each individual character into pairs)
   - Pause of 1 second between each character (and that Mark knows - including that a pause of 2 secs must mean the same character twice)
   - The rover can go left or right - whichever is quickest

- camera pauses for one second at each intended card
- camera takes the shortest path each time
- all capitalization and punctuation as is, except the final period

I like this challenge a lot.

I assumed
1) you could go either clockwise or counter-clockwise
2) that if the next hex character was the same as the one you are on (for example 22) then the camera would point off it then point back onto it and that this process takes 4 seconds
3) that the camera would stay in position for 2 seconds once it hits a Hex character.
