At first I though, this is simple.
After all - one of the benefits of looping through all these old weekly challenges is, that I earlier today took a crack at challenge # 27 Spatial Telco Coverage Smoothing which is quite similar to this one.

Okay, all though the solution is fairly simple, I was wondering why I ended up with two pol3 areas.
As it turns out, there is two holes in New Mexico, so perhaps that was why
