My solution, had to learn the tools first. And I can't get an exact match with the two data sets.

Solution attached. My first instinct was to use a Cross Tab followed by a couple Spatial Functions, which was surprisingly simple. I was surprised to discover that the Spatial Tools made the solution even simpler.

for some reason yet to be determined my distance numbers don't exactly match the sample output provided even thought they are close and yield the same ranking.

My solution matches the posted solution file (9,077.8 miles), however, neither matches the output provided inside the file (9,182.9 miles).
