I tried to solve this a couple ways to see how the Formula tool can be used as a one-stop shop for some spatial analyses:

My solution for the spatial route challenge - Calculating most miles.

So, spatial not being my best suit I actually can't think of any other way I would have done this.

I first created a multirow formula which appended the centroid from above to the line below (grouped by REP) as the Origin city.
I then used the Distance tool to calculate the distance between origin and current city. I then summed by REP.
From the same multirow formula I then took another stream where I used the Poly-Build tool to create lines between the origin and current. Then I simply joined them back.
