I'm posting my solution as a lesson to be learned.  The main lesson is that my "strong arm" technique (cycling through each character) is NOT SCALEABLE - not good.  For example, if the length of the Identification Number changes, a lot work is needed to 'fix' this workflow.  The published solution would  need just one change to the RegEx tool.  And, if you're keeping score, I only used one lookup table - another example of my "strong arm" technique; which works, but is not scaleable.
