Used formula to replace the leading 1 with 20 else the leading 0 with 19. Then used DateTime to convert to standard date. Select for the relevant fields.

Formula:
IF Left([date], 1) = '1'
THEN ReplaceFirst([date], '1', '20')
ELSE ReplaceFirst([date], '0', '19')
ENDIF
