As others have mentioned, the date time tool does everything for you now.  Presumably this was different back when the challenge was set.  I've wrapped it up in a macro anyway.

Alteryx now converts these times without the need to structure them with a two digit hour, but I went ahead and created a solution with the original intent in mind.
