Great use-case for a macro. Glad I was able to figure out the challenge and then convert my work into a macro.

Quick macro solution

did with one tool, which as you can see is the date-time tool. I did not get the error when the hours are single (1-9) and gave me a null. It just did the conversion normally for me.
