I find the problem rather artificial, as it seems the records in the input are unique combination of skill names (Names), application names (Examples), and job roles (Titles).

The most used skill is NOT given by a job offering (employers seeking for skills) or employee offering (skilled worker searching for a job) input, but by the skill having most granular combination of examples and titles.

If the 2 missing input tables would have been available (including job offering salary) I would have used it to re-train myself in the best paid niche skill 😈
