well this took me forever to understand! I overused the multi-row tool for sure but it gets the challenge done.

This one was really foxing me until I exported the source data to Excel and realised that everything I needed was in two relatively small areas of the sheet. I manually isolated these rows and the rest was simple. Doesn't feel like the most robust solution but it does the job with relatively few tools.
