After lots of wasted hours and wanting to solve the header issue, I used some insight from @PhilipMannering and counted max 17 blank spaces which helped with the extract in Regex. Used the same thinking of 17 as data columns will always match header and this seemed to work as well. Learned something interesting today I have not used before on such data extracts.
Quite hard one, did the easy part manually, then realize the difficulty of the actual challenge.
Took hint from parsing using -, definitely a bit long way around to get the solution.
