Given that there's only ever 4 rounds of voting - I cheated and hard-coded the four rounds.
If I had to do this for an infinite set I'd use a solution more like @Greg_Murray , @dsmdavid , or @Jonathan-Sherman
Little behind on this one and not the greatest documentation - but a super fun challenge to stretch macro skills should one choose that route!
My solution! Ice cream democracy is the best.
