I went down a rabbit trail reading up on IALA buoyage rules, because I was totally confused about the odd-numbered buoys being RED instead of green. I learned that in Europe/UK, red = port (the opposite of the US, where red=starboard!) With that new knowledge, I was then confused about how this map appears to follow the US convention of red-right-returning from open water (which shouldn't be true if red=port). I'm guessing that the example report just accidentally swapped the colors, because this chart of Belfast Harbor shows the northwest markers (odd numbers) as green.
