Key here:
a) Split the states into west and east
b) take the east states and group them into 1 shape. Same with west
c) Add a buffer
d) Take the intersection of West and East - that leaves you with the river
e) then cut out the start and end from the river
f) then use a poly split to split out the different pieces

I'm sure I made this harder than I had to - it was a tough one. Had to peak to understand the last bit - I thought the Cut from 1 and Cut from 2 would give me the river with ends cut off, but I had to split it into regions to get the 3 regions, with the middle one being the 'cut' piece.
