Here's my solution

First part was pretty quick using Buffer. I remembered how to cut one polygon from another but could not remember how to break the result into distinct pieces. Took a while to remember Poly-Build. So it took about 20 minutes to build this but an hour or so to remember how.

My Solution.

I misunderstood the output data is line-polygon. But correctly that is polygon. So it took a time.

Not sure I've got it quite right, but interesting challenge. Much happier using the spatial tools than many of the other tools though.
