My solution. I wish I could have done it without the text input tool, but the official solution looks "hard coded" too.
Spent far too long trying to work out if I could automate the hedge creation and after a few failed attempts decided that it could be done for some lines but not all of them so resorted to creating a text file that defined them. I did like the calculation for overall hedge length - I went for a formula in the end.
I love and use spatial tools, but this one was a challenge! I got stuck on the Total Hedge Length. I'm still not sure why...

...the interior lengths were doubled? I'm confused about that, but this approach appears to match the solution.
