Reading the question and understanding what the goal is, is about 90% of the work with this challenge.

relative changes or absolute changes? Exporting linear slopes across all years or using just the 2 periods to indicate how that percentage changed. Although I might suggest that the absolute difference between the 2013 % and the 2019 % might not necessarily be the best indicator of "biggest improvement"? 

Have dumped the data into Tableau to see if I can explore the relationship
