Attaching two solutions below. One is done without using any specific Row or Column rules. Another one is good example of changing the data format directly by creating a row rule and then updating only one more column rule on measure names. This other solution was made by using FORMULA styling configuration for prefix and decimal-places while creating row/column rules.

Took way to long trying to determine how to prevent my legend from line breaking only to find the solution suffers from the same problem... that is, the map image in the output does not match the solution perfectly. Now to see if anyone else figured it out. 

Well, I just figured out I just needed to resize my own preview window... lesson learned
