Challenge #212: Draft Masters

I know there must be a more efficient way of cleaning up the draft pick value table but I have been doing my best to resist looking at solutions until after I've uploaded so here we go. Aside from that, once the data is clean the solution is fairly straight forward

fun little challenge.  my results match the results with the string conversion.

90% of time went into finding the motivation to understand why anybody would want to do this type of analysis. But now I finally know that I still don't have an answer but reverse engineering the solution to figure out what type of data process was required helped me to create this workflow - and I still have absolutely no idea why this needed to be done so if anyone can help me out here to understand this US basketball stuff, that would be great.
