Would like to have this be more dynamic, but happy to have solved it!

Looked over some very sleek solutions by others I feel like mine might have a few to many tools.

What a great parsing challenge! Thanks, @Assaf_m!

My first thought was that it might be more efficient to parse the Inception date after splitting into rows/filtering (rather than parsing it from the giant block of text up front). However, it is a bit faster to parse first rather than parse and then join back to the detail rows.

Ran down the cartesian join rabbit hole and almost got lost. Need to remember to leverage order/sequence more.

Still, my solution is nothing like the one provided. This really does not feel like a transpose/crosstab/pivot problem to me.
