Here is my solution.

I took a few extra steps only because it makes it easier to break everything down.  I'm sure I'll be doing a lot more combo moves as I get more proficient.

My solution

I used a text to columns tool to parse the data (specifying delimiters as comma, single and double quotes) and subsequently a DateTime tool to convert the date to standard format. A select tool at the end to choose columns and change datatypes does the rest.
