All,

-I couldn't figure why my Bird Distance was off and then I realized that I was using Miles and not Kilometers...

-Duh!

-Nonetheless, my submission.

I used Append fields to get a combination of all possible city-to-city combination and then created a key to make the City Pairs that were needed and then used a Join to drop teh others. I then used the Create Distance to measure and then Summarize to finish up.
