Here's my answer:
$880 to spend equally across clothing and hygiene gives this table:

Still had 4c left over! The best rated items are not necessarily the best items for the charity to receive however...

Here's the worflow:

I don't mind that the count might be a bit padded towards the benefit of these children, but what I do mind is that my workflows containing optimisation were functional in 2019.2 and are dysfunctional in 2019.3. Here I present you with my workflow that uses optimisation on all products to maximise the review rating at the cost of purchasing them.

Assumptions of my solution: 1) calculate overall rating based on numReviews and customerRating, with half impact of each index. I also standardized the numbers between 0 and 1. 2) purchase strategy is high rating priority which means that first choice is the item with highest rating and select 10 items and then turn to the second highest rating item.

My Effort - $1540 to play with

Spoiler
Went down the Optimisation Tool route - one each for clothes & hygiene. Feels like it should be achievable in one tool, so may try to work that out later

Was able to spend a 859.76 (leaving just .24 unspent) to purchase 330 items with an average customer satisfaction of 4.5...

Spoiler
My budget is $860 -- 44 posts with potential solutions as attachments in the timeframe stated in the initial post, minus the initial post (that also satisfies those reqs, but is not a reply).
