I enjoyed this one - decided to go for a simple approach on the assumption that the solution is possible:
1) split dataset in half with scroogiest people all in same half - this guarantees no duplicates.
2) Sort by scrooginess - opposite directions in each half
3) Join on record position - so the scroogiest people are matched withe least scroogy

I do feel for the least scroogy people though. I think if I were organising it, I'd bundle the Scrooges together!
