I took the hard path using 2 batch macros. One macro uses a Dynamic Select to union all records into 2 columns, then a second to apply a formula with an IF statement that I modified with an XML update from the IF conditions.
The hard path took my brain out of the box on this one. I had the idea of creating a conditional formula based on the Tax Table with a Summarize tool concatenation and passing it into a macro to test the sample values.
I couldn't get rid of the Transpose tool in the macro and have to give up for the moment due to real life Alteryxing that must be done.
Thanks for the brain break, and I'm glad we get to use all the Alteryx tools in real life!
