I spend too much way time on this one as I made one small mistake at the beginning of the workflow. For future, if I will spend way too much time with an issue I will start from scratch.
Easy way is enough for me
This one took me quite a while to figure out a "hard path" solution. I want to see how other people solved it. I was hoping to find a way to use the find replace tool to mimic a vlookup. I didn't see any option to find the appropriate value using the various tax brackets like you can in Excel by sorting the data prior to running a vlookup and selecting the appropriate match type option. I used a combination of an outer join, followed by filter and unique tools as a workaround. I think there has to be an easier way.

Did both easy and hard. Was fun.
