I first approached this with a batch macro based on the group by priority rather than the iterative approach. 

Then I figured what the heck started over and made an iterative macro.

I went down the multi-row formula route with this rather than building a macro. Seems like a simpler solution to me, though I'm not sure how robust it would be compared to a macro.

This was took longer than I expected. I ended up using the running totals to simplify the workflow greatly.
