My Solution, in my solution Bolivia is the first in "LowerMiddleIncome", value for 1997 comes from 1990, therefore it is not "NULL". All other values match 😉

Note: I intentionally decided to practice using joins for filtering, so it might not be the most optimal solution 🙂
As somebody else noted, I also include Bolivia in the "lower mid" group; not sure what criteria knocked them out of others solutions.
