Here's my answer.

I took the multi-row formula approach vs the generate rows approach others used, but didn't know about "Group By" within the MultiRow tool! Instead I used my If statement to check if the room had changed.

I can't believe how much of a muppet I'd been on this. Took me a while and added a few tools until I realised right at the end that I could drop a whole bunch of them. The longer method I did worked fine but I went a bit over the top. I did muck up on the times i.e. when a person has actually left a room i.e. difference between using "<=" and just "<" scenario so I added on too many minutes.
