This was an interesting challenge. I ended up creating a really complicated IF statement in a multi-row tool, but I'm sure I didn't capture all of the potential possibilities, just the ones that appeared in the dataset.
After looking at the solutions with the generate rows tools, my mind is blown. Such a simple, elegant solution.
