I could see using a macro or a generate rows on this - but I just went for it a fairly straight forward way...

Pretty much similar to the solution.

 

**SPOILERS

Split to column on the range

change data type on the new columns [1] and [2]

Generate rows on [1] using logic [1] <= [2]

Join to the other dataset using the postal Area

Summarize Group by (Region, Sales rep, Responder) and Count (Customer ID)
