I'm late to the game but I hope I can still collect those badges. 

 

Process used once I had the input data sets:

1. I used the append tool to join the source reference table to the target customer table. 
2. Inserted a filter with a series of ([postal code] >= n AND [postal code] <= n AND [region] = "R_" to isolate the rows that had the correct Region and Rep appended. 
3. Used the summary tool to group by Region, Rep, Responder, and then list the customer count for each category.
