Few tweaks from the solution.

Don't need to filter off the odd rows manually. This can be adjusted later in the select tool. There should be an easier way with a preparation tool, but it's just not coming to me.

No need to create a separate text input tool for the supplied benchmark data. The Department is already in the dataset and can be filtered off, found, and used to replace the department value.
