To Limit the Digits inside Column

hello everyone,

I want to limit digits in columns. Firm name can be max 72 digit and tax number should 10 or 11 but there are many numbers with 9 digits.So which formula should be used for this?

I couldn't get this. I want to see whole text in the  firm name check column. For example, if firm name AAAAAAAAAAB less than 72 digit I want to see all inside the cell but if it is higher than 72, I want to see the name till seventy-second digit.
