Am I too late to the party? Was flying yesterday but finally managed to get home and solve this!
Initially, approached this like many others, harnessing the power of the multi-row tool to find the position after a rotation, in one single line. That worked very well for part 1, but I was having trouble troubleshooting for part 2

Refactored my solution to click one tick at a time around the clock, and then count up all of the times it crossed zero. For part one, just needed to also filter for the final click for each rotation.
The Multi-Row tool has the magic. Subtract one for the L moves, and add one for the R. When crossing zero with an L move, start subtracting from 100. Mod 100 on the whole formula to take care of the values over 100 (yes, I could have restarted at 0 moving to the right, but that would have added yet another ELSEIF

Started with brute force approach, then optimized with more efficient approach.

The formula is complex, but all it's doing is counting the number of multiples of 100 between successive dial values (without modular calculations).
