Automating and updating Expense sheet on every 1st of the month

There is a workflow which runs on daily basis.

 
There is an Excel file, which contains expenses month wise for different products.(file attached), what I need to do is create new rows for respective month on every 1st of the month, and also want my expenses to 0 for that month.
 
Input file and output file is attached with  desired result. (Sample).

I have used Generate rows tool, and several other tools. Workflow is attached for your reference.
