why is configuration not showing on my admin toolbar?

 The image here was found in one of the documentation I was reading, I have been trying to locate the configuration on the server but I can't seem to find it, any idea on what I should do is highly welcomed.

That's the Admin options for Gallery administration.  You have to be logged into the Gallery Admin screen to see those options.
