Workflow options "Available to workflow owners only"

I have a user who is an admin in a Collection.

 

When  they attempt to access the ellipsis menu of a workflow shared to the Collection it is greyed out and the tooltip "Available to workflow owners only" appears.

 

Maybe I'm misunderstanding but my expectation is that a Collection user who has the Update Assets permission - including a Collection admin should have access to this menu for workflows shared to the collection?

 

Am I missing something or is there a bug in the workflow permissions?
