Has anyone seen this issue after the server upgrade to 2022.3?
Every workflow we upload has version 1.

This is a known defect and will be addressed in patch 2 of 22.3.

The exact version number will only be available on release.

what I meant was: will the version order be fixed for the existing workflows uploaded (based on the upload date) or only the new workflows uploaded after the patch is installed will get the proper version ordering?

I don't have that information. You might want to contact support for that.
This issue got fixed for us by the 2022.3 450 patch
