The connection to the database

Question

Hello! I am new to the server and now are having trouble with the connection to the database.

The database which I use is postgres database built in google cloud platform .

And I want access it  from gallery whose network is different from the network of database.

So have to click the proxy.exe before I access the database.

I try to use the command tool to execute the  proxy.exe from the gallery, but it failed.

How to solve it?
