Server Setup - Built-in Authentication - Default Administrator cannot "Sign-In"

I set a specifc user as the Gallery Default Administrator when setting up Server. When logging in as that user into Server, the page refreshes, but the "Sign in" button never disappears. I believe that I have the "No Access" role when I really should have a Curator role.

Issued resolved on a fresh VM and fresh install.

I think the original issue was rooted in a script error when I was originally setting up system settings when selecting the authentication method.
