It appears - on the face of the interface - that adding a Private Studio to a Collection would give the Studio members permissions defined by the Collection admins.
However, when I added a Private Studio to my Collection, the Studio members were not able to see the Collection in their Collections view.
I can't think what the purpose would be beyond user access. I've read the help documents here:

Can someone help me understand whether I'm missing the purpose? Or perhaps I'm seeing a bug?

The expected behaviour is just like you described it - by adding a Private Studio to a collection, artisans and members of this studio should have access to it. I've tested this on both Win Auth (2019.2.5) and Built in (2019.3.5) and can confirm that it works as expected.
