Private Data Exemptions on a Private Gallery

It seems on version 2020.2.3 every time a workflow that utilizes licensed data is updated (saved) that it resets the "Private Data Exemption" setting. Is this a new behavior and/or is there a way to exempt a workflow once, and then any subsequent updates to it will inherit the exempt status?
