No Plus Sign to add Users in Gallery

How do I get the plus sign to add users in the Gallery? I am setup as Curator as is another admin. They once had the plus sign now it has disappeared. i have cleared my browser cache as well as tried different browsers (Firefox, Chrome and IE).

New users should just be able to try logging in, and it will create an account for them. They may have to use the "forgot password" option.

Are you using SSO or local auth on the server?

If its SSO then you add users via the permissions tab

Thanks for your reply Lord Neil,

You will have to excuse my ignorance as i am pretty new at this. We host our own gallery.I think that's how you say it. we are not using the Alteryx hosted gallery. It is a Windows server and we are using Windows network ID's. below is what my left pane looks like.
