This will depend on your Authentication type settings.
If using Windows Auth, please see this link from our Server Guide:
If you are using Built-In Authentication user permissions are managed at Subscription Level.
- Make sure your subscription is set to Paid
- Make sure you have provided an expiration date
- Make sure you have added enough Artisan Seats
- Finally, Add you Artisan to the Subscription.

As just a curator, can I publish or not into the gallery?

In Alteryx Gallery Terms a "Curator" is the Gallery Administrator and it's the Highest level of permission you can have.
