Download Tool Not working on ALteryx Server

Hi,

I have created a simple workflow using the download tool to scrape www.google.com. It works fine on my designer. But when i try to publish to the server and run it from there i get the following error:-

Error transferring data: Couldn't connect to server (Tool Id: 2)

Tool Id:2 is the download tool.

Are you publishing to the public Gallery? 

"The Download tool cannot be used in apps saved to the Alteryx Analytics Gallery."

I am on 2021.4 and it solved an intermittent issue we were having with the Download tool.  Similar issue where it would work in Designer, but not on Server.
