Command Line Events to Kick Off a Workflow Saved in Gallery

My team has recently began using Gallery to save and schedule workflows. In some cases, we have 'parent' workflows that create outputs that are then used in 'child' workflows, creating a dependency that the parent must finish running first before the child can begin. Is it possible to create a command line even that calls a workflow from the Gallery?

 

It seems it might only be possible if we have our API enabled for our private studio, but could someone confirm this?

 

We could obviously schedule them at different times with buffers in between, but this isn't optimal where there are multiple child workflows to manage and it isn't efficient.
