Categorize Workflows in Public Gallery!!!

Hi,

 

We have 20+ workflow on our Public gallery, I want to segregate them into three or four groups based on segment. We could the option to create group under collection however users does not have access to navigate to collection only developers has. So please help me to create a group or folder in Public Gallery. We have Admin access well.
