Cannot exec workflows after upgrade

We recently upgraded from 2018.2 to the most recent version of 2018.3. After we did, the scheduled workflows executed fine, but we could not execute any workflows through gallery. The screen and buttons all looked normal, but the mouse could only hover over any button such as Run or Download. We could not actually click the buttons nor execute anything.
Any thoughts?

When we did the upgrade we had the same issue, all we did was clear the browser cache for anyone who was having the problem.
