Can Macros be packaged as a .yxi (packaged tool) file without the SDK?

Looking at the docs only it looks like .yxi files are only referenced with custom tools. As macros are tools, is it possible to just package them on their own as a .yxi file without using the SDK?

yes this is possible. The help page might be a little bit confusing on how to handle simple macros.
